Vision: Our family’s vision is to grant permission to individuals who are living nearby, who own camps nearby, or who have hunted on the property since they have been a kid. We have instituted a Guest Pass process for friends of pass holders to enjoy the property for a week at a time. The pass holder is present and accountable while the guest is on the property. All individuals who enter the property as members or guests must sign the appropriate liability waiver. Membership privileges will be revoked if members admit friends or guests who have not signed liability waivers.
This property represents a beautiful place where we can spend time with our families and close friends. Siltop properties is not an ATV park. It is place for local property owners to enjoy. We turn down individuals who are looking for a place to ride or hunt who are not connected to the property. We have a super group of respectful friendly individuals and we want to keep it that way. Speed, loud mufflers, and disrespect for neighboring property holders is the best way to ruin our treasure for everyone. Keep the speed down to 15 MPH when passing camps or residents. Loud, large groups of UTVs and ATVs passing by properties is our biggest complaint. Please keep neighboring properties happy.
PA recently enacted Bill 544 that encourages landowners to open their land to the public by limiting landowner’s liability from Siltop member’s recreational use. Bill 544 requires all fees contributed by Siltop members be used to maintain and preserve the land with no monies being retained by the owner. Siltop members cost-sharing contribution fee covers the landowner’s safety expenses, insurance, taxes, property amenities for users, and property maintenance. The cost sharing contribution fee enables users to recreate on the property including activities such as ATV riding, fishing, hunting, snow mobile riding, hiking, picnicking, nature study, water sports, cave exploration, and viewing or enjoying historical archaeological scenic, or scientific sites.

Rules and usage guidelines:
- Cost Sharing Access Fee: Annual cost sharing passes for 2021 are set up into two categories. For passholders who hunt and / or have a single passenger ATV and will not bring passengers on the property, the fee is $85 annually. For pass holders who have side by sides (UTVs) and ATVs who wish to bring passengers onto the property, the annual cost sharing membership fee is $110. Note – hunters who are passengers must pay the cost sharing fee.
- Passes are issued for the calendar year and will not be prorated for those purchasing passes mid-year or year end. Please sign waivers and make payments on the Siltopvisions.com website. Paper waivers are no longer used and electronic payments using credit cards make it much easier to manage the pass holder renewals.
- Access Fee Benefits: The access fee allows pass holders to access the property for activities like ATV & UTV trail riding, hunting, horse riding, hiking, etc.
- ATV / UTV passengers: Passengers in an ATV/UTV must sign a waiver to enter the property but do not have to pay a cost-sharing contribution fee as a passenger for members who purchase a “Passenger Permitted” pass. If you want to take a passenger as a guest on the property, please require your guest to sign the annual liability waiver and mark “passenger” on the waiver. Once a signed liability waiver is on file, you can take the passenger any time you are on the property with the passenger as long as you remain a current pass holder. Passengers will not receive a control tag. Please use the waiver link below for “passengers of annual pass holders”

- Friends and guests: Guest ATV / UTV operators, hunters, equestrians, bikers, etc. of Siltop Visions property members are welcome provided they sign a guest waiver and pay a cost sharing contribution fee. Guests can do any activity that members enjoy as long as they are with the pass holder when on the property. Passengers in UTVs of those who obtain a guest pass are not charged a cost contribution fee but can only be on the property for the time frame listed on the guest pass. A guest pass is good for up to a week and are most popular around holidays and hunting seasons for guests that only access the property once a year. The member must accompany the guest and be accountable for their actions. A minimum of one week to prepare guest waivers is required. Please use the waiver link below for “Guests of annual pass holders”

- Identification of ATVs and UTVs driven on property – The ATV control card must be mounted on the ATV / UTV in a manner where it is visible to other riders.
- Identification of vehicles parked on property - Place your wallet card or ATV card or a note identifying your name and control number on your dashboard when parking on the property so Ken Dworek Siltop Property Patrol can identify you. Vehicles not identified will be subject to towing or trespassing fines.
- Not a racetrack – ATVs or vehicles driving too fast will have their entry privileges revoked. The most common complaint we receive is dangerous speed on the trails, dirt roads, and lanes. This is a family centered area to hunt and ride, not a racetrack. We do not want to see anyone get hurt by reckless irresponsible behaviors and will revoke membership privileges for individuals driving too fast and dangerously.
- Siltop has received numerous complaints, that if not addressed, could shut down the property for all. There are three ways we can screw up our paradise: speed, loud mufflers, and disrespect for property owners. Large groups of buggies are speeding down Spring Creek and Gilbert roads as late as 3 am. Property owners tell me they can hear some buggies coming for a mile and buggies stop at the stop sign on Spring Creek talking loudly. Property owners are getting mad and are going to township meetings to get Spring Creek and Gilbert removed as an ATV friendly road. Siltop shut down access through Forgotten Lane on Gilbert at the request of neighbors because groups of loud buggies were passing late at night. Please do not go riding after 10 pm and if you do, be quiet as a mouse. Siltop is a family riding area, not an ATV park. PLEASE keep speed and noise down at all times. If you have a need for speed and loud mufflers, please ride somewhere else. Loud aftermarket mufflers are not permitted on the property. Violators will lose their privilege to access Siltop.
- North Fork and the streams that enter the property are part of Brookville's watershed. Driving machines for pleasure in the rivers could result in fines and a shutdown of Siltop. Many of the stream crossing areas have a limestone base that is required by the DEP. Stream crossings are OK but driving ATVs or UTVs in the rivers is not. Please don’t let a moment of disrespect for the environment ruin it for all riders.
- Not a concert Hall: If you are a music lover, please don’t blast your system for the world to hear. Be respectful and keep sound volumes low so only you can hear it. The woods are a quiet place many of us come to enjoy. Help us keep it that way.
- Trespassers: If a permit holder allows a non-permit holder or unauthorized guest to ride or hunt, the privilege of the pass holder to enter the property will be revoked and will be prosecuted to the full extent of the law. No one (including passengers in UTVs) are allowed on the property without signing a waiver.
- Theft: Please report theft of personal items and personal property to Chief Ken Dworek immediately at his cell (814) 541-9970 or E-mail: bonmken@gmail.com As a trained law officer, Ken is skilled at identifying and prosecuting those who would steal or damage personal property like tree stands and trail cameras.
- Multiple passes: some individuals own an ATV and UTV and request two passes, one for each machine. Because issuing multiple passes to the same machine would let it open to someone driving a machine without signing a waiver, we have requested that individuals seeking a second pass for their second machine ask their spouse or family member to sign the waiver and pay the cost-sharing contribution fee.
- Safety: Practice safe behaviors while hunting, climbing tree stands, shooting, and riding ATV’s. All ATV and UTV riders and passengers must wear helmets, boots, and other safety gear. If unsafe behaviors are observed, we will revoke your pass.
- Underage hunters: Children 15 years or younger and accompanied by an adult are not required to pay a cost-sharing contribution fee for hunting unless the child is driving their own ATV or UTV. However, all underage hunters must sign a waiver witnessed by their guardian before they enter the property. Once a hunter reaches the age of 16 a membership pass must be purchased.
- Tree ladder stands: Portable climbing stands in compliance with game laws are permitted and can be installed a week before the start of the hunting season. No stand can be used that might damage the tree such as those with nails, tree spikes, climbing spikes etc. All stands must be labeled or tagged with the control number of the tree stand owner and must be removed at the end of the hunting season. No more than two stands per hunter can be installed in the woods. It is unfair to block others from hunting in a spot because another hunter has three or four unused stands reserving his space. Any tree stands remaining after the end of hunting season will be confiscated.
- Doe kill restrictions: The deer population continues to grow. Timbering has created plenty of feed for deer and the no doe kill restrictions has added to their numbers over the past year. Hunting is getting fun once again! Members may only harvest a doe if given permission by Siltop Visions LLC.
- No pleasure ATV riding during rifle seasons: It is not safe for non-hunters to be in the woods pleasure riding on ATVs or UTVs during high powered rifle seasons. No ATV pleasure riding during bear and deer seasons in November and December hunting seasons. Only hunters are allowed in the woods on ATVs or UTVs during rifle seasons.
- Many hands lighten the load: Help from pass holders and guests to keep the trails open and litter free is sincerely appreciated. Please lend a hand to move or cut a fallen log in the middle of the trail or cut face slappers obscuring the trails. Please pick up cans, bottles, and any garbage you may encounter.
- Spring Thaw restrictions: ATV / UTV riders should refrain from riding the trails early spring when the frost is melting. When the ground below is frozen and the top layer melts, it traps water from soaking into the ground making a muddy mess out of the trails. Hard packed roads and trails on solid rock are OK to ride any time of the year. Please use your judgement and refrain from riding until the trails are solid.
- Gates on Siltop Vision properties will be kept closed. ATV / UTV access is acceptable around the gates but motor vehicles are not permitted on the road except for gas company and logging vehicles. Parked vehicles must not block access through the gates, or they will be towed.
- Adjoining Property Owners: Please be respectful of other owner’s property rights and do not traverse on their property to reach Siltop property without their permission. Pierce Hunt Club purchased the land west of the 8” gas line on the western side of Siltop Property and entry by Siltop pass holders is prohibited. The McLaughlin family leases the hunting rights from the Richard Oche’s property on the east side of the power transmission line and entry by Siltop pass holders is prohibited.
- Privilege, not a right: The entry to the real property is a privilege, not a right. The privilege to enter the property can be revoked upon the landowner’s request. Please be respectful and treat the land as if it is your own.
- Property maps available: PDF files of maps are available. You can take it to a local business store to get laminated. Maps are available in 8 x 11” double sided, 11 x 17” and 24 x 36” sizes. We require that pass holders keep the maps confidential and do not place maps on face book or any internet site. We want the Siltop membership reserved for those who respect and love the property.
- Property Patrol: Ken Dworek (former Brookville Chief of Police) patrols the property. Please stop and introduce yourself to Ken and please report any violations or trespassers to Ken. Cell: (814) 541-9970 E-mail: bonmken@gmail.com
